California leads the nation in rooftop solar, EV adoption, and distributed batteries, making it the ideal state for virtual power plants (VPPs). But for CCAs, turning DER density into dispatchable grid resources means navigating lean budgets, customer competition, and CPUC compliance.

In this session, California CCA leaders will share how they’ve launched and expanded VPPs—leveraging behavioral demand response, EV chargers, home batteries, and smart thermostats. They’ll share what it took to get programs running, how they designed their VPPs, and results and lessons learned so far.
